In addition to her private practice as a mediator and arbitrator, Deborah Leighton has acted in these roles for a number of public boards. Her public appointments include: Vice-Chair, Ontario Crown Employees' Grievance Settlement Board; Vice-Chair, Ontario Public Service Grievance Board; Adjudicator, Boards of Inquiry of the Human Rights Commission; third party neutral, Ontario Education Relations Commission; and Adjudicator and Referee, Office of Adjudication, Ontario Employment Standards.

Deborah is also an Adjunct Professor and Research Associate in the School of Policy Studies, Queen's University, where she teaches in the School's Masters of Industrial Relations Program. She taught Labour Law and Human Rights for Osgoode Hall's LLM, Labour Law Program. She has organised and taught introductory and advanced courses in arbitration for the Industrial Relations Centre at Queen's.

Deborah's education includes a BA in Law from Oxford University, an LLM from the University of Texas at Austin. Before becoming an arbitrator and mediator, Deborah practised as a litigator in both Florida and Ontario, and General Counsel for Senator K. Caperton (Texas Senate, 1983).
